The Custard Protocol Imprudence by Gail Carriger
I am a fan of Gail Carriger. I love her steampunk stories. Having said this, I would say this book is better for personal libraries over high school libraries. There is a scene in which Pru learns about sex. Meanwhile, between vampires, werewolves and werecats, there is plenty of adventure and fashion and tea and parasols. Its steampunk at it's finest.
